How Can The Health Care Industry Be Reformed?

Keep it private (private health insurance, doctors and hospitals) as much as possible, and make insurance mandatory. This would allow at least modified community rating (similar rates for insurance with some allowance for age and other factors) and guaranteed issue. If the private insurance is better than the public insurance, there won't be a massive shift from private to public insurance.
