    I would start with contact person listed on their medical records. I think its standard practice that a person has someone listed as a contact person if needed, when they come in to hospital.
    You could contact the local indigenous council offices or similar group and ask them, if they have a elder or other appropriate person to come up to make the arrangements.

    if you have no family contact try the salvation army.or church group…..they will at least visit and allow the person to not die alone……………other than that the “state” will make arrangements for the internment of a body but it’s so sad that someone is in the world and has no family to visit that is aware of their condition ……………
