Scrubs are associated with surgery and surgical work. However, they are inexpensive, uniform, and not suitable for wear outside work, so they make excellent wear for everyone involved in a health-care field. Office workers wear them. The office staff at my veterinarian’s office wear them. Phlebotomists wear them. Nurses wear them. And of course the surgical team wear them. Usually doctors do not wear them, unless they are surgeons on their way to or from surgery.
